This toolkit includes two workshops depending on where you are in your democratic innovation journey:

• Workshop 1—delivering democratic innovations. This workshop is intended for those planning their first democratic innovation project. It can also support those who are early in their demoractic innovation journey and interested in adapting their process to reach best practice.
• Workshop 2—advancing democratic innovations. This workshop is intended to support those who are more experienced with democratic innovation. It will help you to create a plan for expanding your projects to new audiences or embedding them into your institutions.

Both workshops help participants to:

• Discuss and identify barriers you face in delivering and advancing your democratic innovation
• Create ways to overcome these barriers through enablers
• Develop a strategy toward more participatory decision-making

The toolkit is published alongside the research report Democratic Innovation and Digital Participation. The report contains a detailed analysis of the evidence behind the barriers and enablers based on a review of global examples and a detailed analysis of three democratic innovation pilots in Finland, Sweden and Norway.
