About Nesta

Nesta is a research and innovation foundation. We apply our deep expertise in applied methods to design, test and scale solutions to some of the biggest challenges of our time, working across the innovation lifecycle.

We want to influence the design of the UK’s next national household support scheme so it can successfully scale low-carbon heating and insulation to millions of low-income homes.

With the Energy Company Obligation (ECO) officially ending in December 2026, the UK government intends to consolidate the Warm Home: Social Housing Fund and Warm Homes: Local Grant into a single low-income scheme from 2027/28 onwards. This project focuses on contributing robust evidence and methodological support to help shape and influence the development of this future support scheme. By exploring potential delivery models, mapping customer journeys, and stress-testing policy options, we aim to ensure the next scheme successfully combines fuel poverty reduction with accelerated home decarbonisation. Our work aims to support the Department for Energy Security and Net Zero (DESNZ) and wider policy stakeholders with practical insights to deliver fair, effective, and scalable home upgrades.
