58 Victoria Embankment (58VE) is home to Nesta and our group of companies, including the Behavioural Insights Team (BIT), which we acquired in December 2021. The building also houses Nest 58, a Nesta-run coworking space primarily occupied by third-sector organisations, and The Line, an events business that rents out spaces in the building to external parties. Scotland House, home to the Scottish Government in London, is also based at 58VE.

The way the building operates is changing. 58VE now supports a growing number of sub-tenants, and increased activity at The Line has heightened our obligations under the Terrorism (Protection of Premises) Act 2025 (also known as Martyn's Law). Against a backdrop of heightened security concerns more broadly, we are looking for a security services provider who can proactively identify and manage risk across the building.

We are commissioning a supplier to provide manned guarding and security services at 58VE, comprising:

• a security supervisor on site Monday-Thursday during core hours
• security operatives providing continuous cover, 24 hours a day, 7 days a week, 365 days a year

The successful supplier will be responsible for access control, patrols, incident response, CCTV monitoring, reception cover, and support with emergency planning and evacuation procedures, among other duties, in line with the detailed scope of services set out in Schedule 1 of the invitation to tender (ITT).

We are seeking a provider for an initial contract term of three years, with the option to extend by up to two further years subject to performance.

• To secure a security services provider capable of delivering a consistently high standard of service, 24 hours a day, 7 days a week.
• To ensure robust supervision and accountability during core business hours.
• To strengthen performance management, reporting and escalation arrangements compared with current provision.
• To ensure compliance with all relevant statutory and licensing requirements, including the Private Security Industry Act 2001 and the Terrorism (Protection of Premises) Act 2025 (Martyn's Law).
• To achieve demonstrable value for money through a competitive, transparent pricing structure and ongoing cost control.
• To align service delivery with ISO 45001 (Occupational Health & Safety) and ISO 27001 (Information Security) management system requirements.

We're looking for a supplier who can demonstrate:

• a current and valid SIA licence for all deployed personnel, and SIA Approved Contractor Scheme (ACS) status or equivalent
• experience delivering comparable 24/7 manned guarding contracts in corporate or office environments, ideally London-based
• minimum insurance cover of £5 million public liability, £10 million employers' liability and £5 million professional indemnity
• a strong track record on health and safety, incident reporting and emergency planning

Once appointed, the successful supplier will be expected to:

• provide daily/shift handover reports, incident reports and monthly management information
• meet the KPI/SLA framework set out in Schedule 1, covering staffing and attendance, compliance and competency, incident response, and client satisfaction and governance
• participate in monthly operational and quarterly strategic contract review meetings

Written proposals should respond to each of the eight method statements set out in Schedule 1 of the ITT, together with a completed pricing schedule covering both cost options.
