To get to the best policy options – and, crucially, to implement them – we need to explore who makes the decisions at what level and how.

England is one of the most inter-regionally unequal countries in the industrialised world, with slower wage growth and a relative decline in living standards compared to other developed countries. It is also one of the most centralised.

The UK government has committed to a ‘generational project of determined devolution’, intending to devolve power and money to local institutions and people in order to drive up equitable growth.

Identifying how and where power and resources should sit to generate the best ideas – and, crucially, to implement them effectively – is an essential aspect of Nesta’s policy work across our missions. As ever, we’re also interested in bridging the policy-implementation divide, bringing experimentation and a ‘test and learn’ approach to identifying what works, where, for whom, and under what conditions.
