Key findings:

  • There are six wider framework conditions (WFC) that influence firms’ innovation performance.
  • Further conceptual and empirical work to understand and measure WFCs is needed.
  • There are large gaps in the available data needed to gain a full understanding of conditions for successful innovation.
  • For some WFCs the UK appears to be strong, while in others the position relative to comparator countries is moderate to poor.

This publication is a comprehensive review of the data for measuring the wider conditions for successful innovation. It uses the functional model of the innovation system as presented in the pilot Index in 2009.

The report considers the relative strengths and weaknesses of current data, highlighting where gaps in the measurement of the conditions exist.

Each section concludes with proposals for new data to address the gaps identified.
