In his speech at the Lab's launch, the PM related how John F Kennedy made his announcement to the world's press that the US was going to put the first man on the moon, only to be met privately by a perplexed Chief of Staff at NASA who said, but Sir, we don't know if we can. 'You can now', was Kennedy's reply, without even raising his eyes from his desk.

So you're in a position of leadership and you want to foster innovation in response to some of our greatest social and environmental challenges? Repeat after me, 'You can now.' Giving permission is one of the most powerful things you can do.
