At first glance the obvious answer to the question, "Can good design improve efficiency in public service," is yes. Every aspect of public service involves design, whether conscious or not. Take schools: how well they work depends on the design of everything from classroom and curriculum to teacher training and remuneration. Any public service can be driven harder, and its assets sweated, but serious and sustainable improvements are bound to involve conscious, deliberate design.
